新华社北京10月28日电 国务院办公厅日前印发《关于加快完善生育支持政策体系推动建设生育友好型社会的若干措施》（以下简称《若干措施》）。《若干措施》以习近平新时代中国特色社会主义思想为指导，全面贯彻党的二十大和二十届二中、三中全会精神，坚持以人民为中心的发展思想，认识、适应、引领人口发展新常态，完善生育支持政策体系和激励机制，健全覆盖全人群、全生命周期的人口服务体系，有效降低生育、养育、教育成本，营造全社会尊重生育、支持生育的良好氛围，为推动实现适度生育水平、促进人口高质量发展提供有力支撑。《若干措施》从4方面提出系列生育支持措施。一是强化生育服务支持。增强生育保险保障功能，指导有条件的地方将参加职工基本医疗保险的灵活就业人员、农民工、新就业形态人员纳入生育保险。完善生育休假制度，保障法律法规规定的产假、生育奖励假、陪产假、育儿假等生育假期落实到位。建立生育补贴制度，指导地方做好政策衔接，积极稳妥抓好落实。加强生殖健康服务，指导各地将适宜的分娩镇痛以及辅助生殖技术项目纳入医保报销范围。二是加强育幼服务体系建设。提高儿童医疗服务水平，及时将符合条件的儿童用药按程序纳入医保报销范围。增加普惠托育服务供给，优先实现托育综合服务中心地市级全覆盖，大力发展社区嵌入式托育，积极支持用人单位办托、家庭托育点等多种模式发展，大力发展托幼一体服务。完善普惠托育支持政策，鼓励有条件的地方结合实际对普惠托育机构给予适当运营补助。促进儿童发展和保护。三是强化教育、住房、就业等支持措施。扩大优质教育资源供给，支持中小学校积极开展课后服务和社会实践项目，鼓励各地出台多孩子女同校就读具体实施办法。加强住房支持政策，鼓励有条件的地方加大对多子女家庭购房的支持力度。强化职工权益保障，鼓励用人单位结合实际采取弹性上下班、居家办公等方式，营造家庭友好型工作环境。四是营造生育友好社会氛围。积极构建新型婚育文化，大力倡导积极的婚恋观、生育观、家庭观。加强社会宣传倡导，实施人口高质量发展宣传教育专项行动。加强人口国情国策教育，将相关内容融入中小学、本专科教育。《若干措施》要求，各地区、各有关部门要切实提高政治站位，增强做好新时代人口工作的责任感和使命感，细化实化优化具体措施，落实政府、用人单位、个人等多方责任，确保生育支持各项政策措施和任务落到实处、取得实效。
