新华社北京10月31日电 中央军委主席习近平日前签署命令，发布《预备役人员管理暂行条例》。《条例》坚持以习近平新时代中国特色社会主义思想为指导，深入贯彻习近平强军思想，着眼推动《中华人民共和国预备役人员法》落地运行，聚力构建导向鲜明、层次清晰、系统配套的新时代预备役人员管理制度体系，健全完善预备役人员选拔补充、授衔晋衔、岗位职务任用、教育培训、考核、待遇保障和退出预备役等制度，为加强预备役人员队伍建设提供了支撑。《预备役人员管理暂行条例》的发布施行，是军事人力资源政策制度改革的重要成果，对全面提高预备役人员管理法治化、规范化、科学化水平，加快锻造高素质专业化预备役人员队伍，具有重要意义。
