新华社北京10月31日电 习近平总书记近日在省部级主要领导干部学习贯彻党的二十届三中全会精神专题研讨班开班式上强调要坚持改革和法治相统一，要求善于运用法治思维和法治方式推进改革，做到重大改革于法有据，平等保护全体公民和法人的合法权益。法治的实现离不开改革推动，改革的深化要求法治保障。全面深化改革是一项宏大而复杂的系统工程，涉及利益关系和体制机制上的深层次问题，必须在法治轨道上有序推进，以法治引领和规范改革行为，发挥好法治的引导、推动、规范和保障作用。改革和法治如鸟之两翼、车之两轮，应做到同频共振、相互促进。法治建设是一场深刻的变革，要以改革之力完善法治，以改革的思路和办法，进一步完善立法、执法、司法、守法各环节体制机制，解决好法治领域的突出矛盾和问题，更好维护公平正义、护航经济社会发展。改革进入攻坚期和深水区，更需发挥法治在排除改革阻力、巩固改革成果方面的积极作用，用法治突破改革梗阻、确保改革落实，及时把改革成果上升为法律制度，以法治固根本、稳预期、利长远，持续释放改革红利。以法治思维和法治方式推进改革，要紧紧围绕“人民”二字展开。我们党抓改革、促发展，归根到底是为了让人民过上更好的日子。而全面依法治国是改革的重要保障。法治和改革统一并落脚于人民，这就要把体现人民利益、反映人民意愿、维护人民权益、增进人民福祉落实到法治建设和改革工作全过程各方面，从法律上推动各项关乎人民切身利益的改革举措和任务要求落地生根。推进中国式现代化，必须要做到改革和法治相统一。坚持在法治轨道上推进改革、在改革中完善法治，必将更好破解改革新难题、开创法治新局面，凝心聚力谱写推进中国式现代化的新篇章。新华社记者刘怀丕
