今明两年银川市将收购1万套保障性住房，解决住房困难家庭和新市民群体等近3万人的住房问题，并通过多种举措提高住房供给质量，支持市民改善性住房需求，让更多人“住好房”。这是记者从宁夏银川市10月28日召开的相关新闻发布会上了解到的消息。最新出台的《银川市关于进一步促进房地产市场平稳健康发展若干措施》明确，优化保障房政策，用好专项债券收购存量商品房用作保障性住房，引导金融机构向国有企业发放保障性住房收购贷款和住房租赁团体购房贷款，助力实现“以购代建”。据银川市住房和城乡建设局局长李普光介绍，银川市将在今明两年分两批次收购1万套商品房，用于配售型和配租型保障性住房。配售型保障性住房面向全市城镇户籍住房困难家庭以及引进的高层次急需紧缺人才等群体进行配售，实行封闭管理；配租型保障性住房主要解决新市民等无房群体的住房问题。除了让更多人“有房住”，银川市还明确提出，通过提高住宅供给品质、土地供给品质、房企融资效率等举措，让更多市民住上“好房子”。比如，推进“好房子”评选活动、物业提升专项行动、完整社区建设、公共服务设施配套规划建设等，打造好房子、好小区、好社区、好城区。增加区位优越、配套完善、环境优美区域的土地供应，适度规划容积率在1.0至1.5之间的住宅产品。加大“白名单”项目把关、推送，问题项目修复以及贷款投放力度，满足项目合理融资需求等。（记者苏醒、任玮）
