中国网11月1日讯 近日，教育部、中央宣传部、中央网信办、科学技术部、公安部、民政部、住房和城乡建设部、文化和旅游部、国家卫生健康委员会、市场监管总局、国家文物局、国家消防救援局、国务院妇儿工委、共青团中央、全国妇联、中国关工委、中国科协等十七部门联合印发《家校社协同育人“教联体”工作方案》（以下简称《方案》）。《方案》提出，“教联体”是以中小学生健康快乐成长为目标、以学校为圆心、以区域为主体、以资源为纽带，促进家校社有效协同的一种工作方式。要推动各地全面建立家校社协同育人“教联体”，确保政府统筹、部门协作、学校主导、家庭尽责、社会参与的协同育人工作机制更加完善，促进学生全面发展健康成长的良好氛围更加浓厚。力争到2025年，50%的县建立“教联体”，到2027年所有县全面建立“教联体”。《方案》明确了“教联体”各主体的职责任务。政府部门加强对家校社协同育人工作统筹领导，指导各部门协同配合，建立家庭教育指导机构，调动各类社会育人资源。教育部门在政府支持下与有关部门、社会资源单位协调联动，引导学校发挥主导作用和专业指导优势，强化与家庭、社会沟通协作。学校因地制宜建立“教联体”，通过联责任、联资源、联空间，会同家长和社会各方共同研究、推动破解学生成长中面临的新情况、新问题。各相关部门、街道社区、社会资源单位在各自职能范围内落实育人责任，与学校建立工作对接机制，有针对性地推动解决学生成长中的突出问题，为学生参与文化学习、体育锻炼、艺术活动、劳动教育、科学教育、社会实践、课后服务等提供全方位条件保障。《方案》要求，地方教育行政部门要提高政治站位，会同相关部门将“教联体”建设列入部门重要议事日程，谋划推动协同育人工作，与相关部门建立常态化沟通协调机制，完善经费、人员、场地等方面政策保障，凝聚“人人、事事、时时、处处”育人合力，推动家校社协同育人工作落实落地。
